Sixteenth Street Heights in Washington DC is a neighborhood whose boundaries are generally agreed to be Military road on the north, Georgia Avenue on the east, and Arkansas Avenue on the south. The western boundary is Rock Creek Park from Military Road to Kennedy Place, and Sixteenth Street from Kennedy Place to Arkansas Avenue. 

Two neighborhood associations are very active: the Sixteenth Street Heights Civic Association (SSHCA) to the north, and Carter Barron East (CBENA) on the south. 

The earliest houses in the neighborhood date from about 1910. Most of the neighborhood was built in the 1920’s and 30’s. Brick rowhouses, semi-detached Tudors, apartment buildings and detached homes—some extremely large and luxurious—make for a rich mix of housing options.
Prices for detached homes range from $299,000 to $1,149,000. Row or attached homes range from $170,000 (gutted and ready for rehab) to $749,900. Condos range from $136,400 to $299,000. 

The great variety of housing types and prices makes for a highly diverse socioeconomic profile of residents as well. A number of bus routes serve commuters to Downtown DC and Silver Spring. The area is home to a large number of private schools and houses of worship. West Elementary is a public magnet school located at 14th and Farragut Streets. The Kingsbury School, across from West Elementary at 5000 14th St NW is the largest private school in the area, serving children with special needs. The Washington Latin Public Charter School has a facility at 4715 16th St. NW in the former Cafritz mansion which serves its eighth and ninth grade students. 

Rock Creek Park provides a number of recreational opportunities for residents. Open air concerts are held in the Carter Barron Amphitheater during the summer months. Picnic tables and playground equipment are always available, as are a number of soccer fields.  

The Washington Tennis & Education Foundation provides a number of clay courts for public use and for use in its special programs to help disadvantaged youth learn discipline and sportsmanship through tennis instruction. During the winter months, several of the courts are covered by an enormous inflatable structure to provide indoor tennis courts for use. The William H. G. Fitzgerald Tennis Stadium is a top flight professional tennis facility with permanent seating for 7500. It is the site for the annual Legg Mason Tennis Classic which draws world class competitors and thousands of visitors to the neighborhood each year. 

The Rock Creek Golf Course is just a few blocks north of Military Road. 

Local residents get many of the benefits of country club membership at minimal cost, plus easy commuting to centers of employment. The houses are excellent values as the area is still being discovered by buyers unfamiliar with areas east of Rock Creek. 

Ellen Levy has lived and sold homes in the neighborhood since 1986. She brought the name “Sixteenth Street Heights” into popular usage. Before she started using the name in real estate ads and listings, people didn't know what to call the area. It was variously called Carter Barron, East Crestwood, and Brightwood. Use of the name put ads for the area at the top of the residential classifieds in in the Washington Post. Other agents picked it up from there, and the name stuck. Accepting An Offer >Responding to Low Offers

The beginning of negotiations is usually the end of many months of hard work for the buyer or seller. The work ahead requires skill in order to maintain a strong position.

Sellers can lose their advantage if they do not counter an offer that a buyer has made. Even if the opening offer is beneath what the seller feels is reasonable, it is advisable for the seller to respond with a slight reduction from the asking price. The most important component in negotiating is good communication.

The best way to handle a low offer is to counter it with definite terms that are favorable to the seller. A counter offer has two advantages: 1) it keeps the buyer interested, and 2) it moves the negotiation forward and gives the buyer the opportunity to submit another offer that the seller is more likely to prefer.
